Odisha Assembly Passes Rs 3.10 Lakh Crore Appropriation Bill for 2026-27

Bhubaneswar: The Odisha Legislative Assembly today passed the Appropriation Bill authorising the state government to spend ₹3.10 lakh crore from the Consolidated Fund during the financial year 2026-27.

The Bill was passed amid a walkout by Opposition members. Chief Minister Mohan Charan Majhi, who also holds the Finance portfolio, while speaking in support of the Bill, said the budget estimates for 2026-27 stand at ₹3.10 lakh crore, which is 7 per cent higher than the estimates of the previous financial year.

Out of the total outlay, ₹1.80 lakh crore has been allocated for Programme Expenditure, accounting for about 58 per cent of the budget. Majhi highlighted that the capital outlay of ₹72,100 crore is 6.5 per cent of the Gross State Domestic Product (GSDP) and 23.3 per cent of the state budget — one of the highest among major states in the country.

According to the estimates, the state’s GSDP for 2026-27 is projected at ₹11.07 lakh crore with an expected growth rate of 8 per cent or more. The fiscal deficit will be maintained at 3.5 per cent of GSDP, making the budget fully compliant with the Fiscal Responsibility and Budget Management (FRBM) Act.

The Chief Minister also informed the House that the government has provisioned ₹42,492 crore for agriculture and allied sectors in 2026-27, which is 12.3 per cent more than the previous year’s allocation.

Several members including Ranendra Pratap Swain, Niranjan Pujari and Arun Kumar Sahoo from BJD, Tara Prasad Bahinipati from Congress and Tankadhar Tripathy, Sidhant Mohapatra, Irasish Acharya and Santosh Khatua from the treasury bench participated in the discussion on the Bill.
