Odisha Cabinet Approves Framing Of Rules For Birth And Death Registration Under New Central Act

Bhubaneswar: The Odisha Cabinet on Friday approved the framing of the Odisha Registration of Birth and Death (Amendment) Rules, 2025 to implement the provisions of the Registration of Birth and Death (Amendment) Act, 2023 enacted by the Government of India.

The decision aims to streamline the process of registration and certification of births and deaths across the State in line with national standards introduced by the Registrar General and Census Commissioner of India.

Currently, registrations in Odisha are governed under the Odisha Registration of Birth and Death Rules, 2001, which were framed based on the Registration of Birth and Death Act, 1969. The newly framed 2025 Rules will replace these existing provisions to align State-level procedures with the latest central amendments.

Under the proposed Odisha Registration of Birth and Death (Amendment) Rules, 2025, all births, deaths, and stillbirths occurring in the State will be mandatorily registered, and birth and death certificates will be issued accordingly. The move is expected to enhance accuracy, improve data management, and ensure faster and more transparent certification processes.

Officials said the new framework would strengthen Odisha’s vital statistics system, improve service delivery, and facilitate better access to essential documents for citizens through a uniform and modernized mechanism.
