Bhubaneswar: In a landmark decision aimed at tackling recurrent floods, the Odisha Cabinet today approved the “Comprehensive Flood Management Scheme” with a total outlay of Rs 2,781 crore.
The scheme will be implemented entirely from the state’s own resources over the next five years (FY 2025-26 to FY 2029-30).Odisha, located along the Bay of Bengal coast, is highly vulnerable to floods, storm surges, and cyclones. Nearly 33,400 square kilometres — almost one-fifth of the state’s geographical area — is flood-prone.
Flooding has become a regular monsoon phenomenon due to heavy rainfall, siltation of riverbeds, poor drainage, adverse topography, and the impact of climate change.The new scheme adopts an integrated approach combining structural and non-structural measures to minimise flood-related damage.
Structural components include raising and strengthening of embankments, saline embankment protection, restoration works, and coastal erosion control. Non-structural measures cover flood forecasting, flood preparedness, floodplain zoning, procedural reforms, and improved rescue operations.
Once implemented, the scheme is expected to significantly reduce damage to human lives, villages, and agricultural land during flood emergencies. It will also promote sustainable flood management practices and enhance public awareness and preparedness across the state.
