Bhubaneswar: In a major administrative reform, the Odisha Cabinet on Wednesday approved amendments to the Odisha Revenue Service (ORS) Recruitment Rules, 2011, aiming to streamline the recruitment process and enhance the efficiency of the ORS cadre.
As per the revised rules, the government has abolished the ‘selection’ mode of recruitment, which previously allowed officers from non-revenue backgrounds to be inducted into the ORS. This selection route accounted for 10% of the total cadre posts.
With the latest amendment, 67% (two-thirds) of the total ORS posts will now be filled through ‘direct’ recruitment via the Odisha Public Service Commission (OPSC) Combined Competitive Examination. The remaining 33% (one-third) will be filled through promotion of eligible revenue field and ministerial staff.
The Cabinet also approved a change in the eligibility criteria for promotion. Officers must now have completed six years of service in Level-9 posts (such as Revenue Supervisor and Revenue Inspector) under the ORSP Rules, 2017, or as ministerial staff in revenue offices. Additionally, the age limit for promotion has been lowered from 53 years to 50 years.
The move is aimed at ensuring a more merit-based and efficient cadre, bringing greater uniformity and transparency in the recruitment and promotion process of ORS officers.
