Odisha Chief Secretary Stresses Ethical, Citizen-Centric Governance At Collectors–SPs Meet

Bhubaneswar: The second session of the two-day Collectors and SPs Conference, chaired by Odisha Chief Secretary Manoj Ahuja on Tuesday, laid emphasis on strengthening ethical and citizen-centric governance across the State.

Delivering the welcome address, Surendra Kumar, Additional Chief Secretary of the General Administration and Public Grievance Department, outlined the session’s agenda, which centred on ORTPSA compliance, saturation of individual entitlements, improvement of welfare schemes, creation of community assets and the expansion of faceless administration.

In his address to Collectors and senior officials, Chief Secretary Ahuja reiterated that citizens remain the State’s most valuable stakeholders and that their dignity must guide all administrative actions. He called for strict adherence to ORTPSA timelines, faster coverage under key welfare initiatives, creation of durable assets at the community level and the promotion of transparent, technology-driven, faceless service delivery mechanisms.

Vineet Bharadwaj, Director of Drinking Water & Sanitation, PR&DW Department, also participated in the discussions.

Collectors from several districts—Kabindra Kumar Sahu (Deogarh), Amrit Ruturaj (Khurda), Keerthi Vasan V (Ganjam), Suryawanshi Mayur Vikas (Balasore) and Hema Kanta Say (Mayurbhanj)—presented district-level updates on scheme implementation and shared best practices for streamlining faceless governance.
