Odisha Clears 23 Projects Under Single Window System, To Generate 22,873 Jobs

Bhubaneswar: Odisha’s State Level Single Window Clearance Authority (SLSWCA) on Tuesday approved 23 industrial projects involving a total investment of ₹4,573.87 crore with the potential to generate 22,873 employment opportunities across the state, giving a fresh push to industrialisation under the government’s Samruddha Odisha 2036 vision.

The 148th meeting of the SLSWCA, chaired by Chief Secretary Anu Garg, cleared projects spanning Information Technology and IT-enabled Services (ITES), green energy equipment, battery and energy storage, chemicals, textiles and apparel, food processing, steel downstream industries, pharmaceuticals, infrastructure, healthcare and tourism.

According to an official statement, the projects will come up across 11 districts—Anugola, Balangir, Kataka, Ganjam, Jajpur, Kendujhar, Khordha, Mayurbhanj, Nuapada, Puri and Sundaragada—aimed at expanding industrial activity beyond traditional hubs while creating employment at the local level.

Among the major proposals, HCL Technologies Ltd will invest ₹730 crore to establish a Global Development Centre in Khordha, a project expected to generate 6,000 jobs and further strengthen Odisha’s growing IT ecosystem.

In the green energy sector, ACME Cleantech Solutions Pvt Ltd received approval to establish a two-phase alkaline electrolyzer manufacturing unit with an annual production capacity of up to 3 GW in Ganjam at an investment of ₹778 crore, creating 480 jobs. GGB Battery India Pvt Ltd will set up a zinc anode battery manufacturing unit in Kataka with an investment of ₹202.50 crore, while Envirocare Infrasolution Pvt Ltd will establish an additional 100 MW captive solar power plant in Anugola.

The textile and apparel sector accounted for some of the largest employment-generating proposals. SAPL Industries Pvt Ltd, SPL Industries Ltd and Richa Global Exports Pvt Ltd will establish ready-made garment manufacturing units in Puri, together creating over 10,000 jobs. Astha Cotspin Pvt Ltd will set up a textile manufacturing unit in Balangir.

The authority also approved several chemical sector investments, including an integrated manufacturing facility by Growing Tree Oil & Refinery Pvt Ltd in Nuapada, a specialty chemicals unit by Transpek Industry Ltd in Ganjam, a rare earth mineral processing facility by Tirupati Microtech Pvt Ltd in Jajpur and a chromium chemicals plant by Krebs International Ltd in Mayurbhanj.

Growing Tree Oil & Refinery Pvt Ltd also secured approval to establish a dairy products manufacturing unit in Kataka with an investment of ₹80 crore.

In the steel downstream sector, Shri Mahavir Ferro Alloys Pvt Ltd will establish a galvanised wire manufacturing unit in Sundaragada, while RAG Industries Pvt Ltd will set up a steel processing facility in Khordha.

The SLSWCA also approved a biotechnology, pharmaceuticals and medical equipment manufacturing facility by EFYIONDX Pvt Ltd in Khordha.

Infrastructure projects include Tata Steel Ltd’s proposed 5 MTPA railway siding in Kendujhar, a logistics park by Lingaraj Translogistics Pvt Ltd in Sundaragada and an integrated logistics park with a rooftop solar plant by Sri Jaibalajee Agro Products Pvt Ltd.

In the healthcare sector, DION Riverside Township Pvt Ltd will establish a 300-bed multi-speciality hospital in Kataka with an investment of ₹275.89 crore, while the tourism sector will see two five-star hotels in Kataka and Sambalpur besides a luxury lake-view resort in Khordha.

The state government said the latest approvals underscore Odisha’s growing appeal as an investment destination and reflect its continued focus on attracting quality investments, generating employment and ensuring balanced industrial development through the Single Window Clearance System, which provides time-bound approvals for industrial projects.
