Bhubaneswar: Chief Minister Mohan Charan Majhi, who also holds the Finance portfolio, presented the annual budget in the Odisha for the fiscal year 2025-26, proposing a total outlay of Rs. 2,90,000 crore. The budget reflects the state government’s commitment to development and fiscal prudence, aims to propel Odisha into a pivotal role in building a Viksit Bharat during the Amrit Kaal.
The Programme Budget has been increased to Rs. 1,70,000 crore, constituting 59% of the total budget. This significant allocation underscores the government’s focus on developmental initiatives and welfare schemes.
A capital outlay of Rs. 65,012 crore, accounting for 6.1% of the Gross State Domestic Product (GSDP), has been proposed. This is one of the highest among all major states in the country, highlighting Odisha’s emphasis on infrastructure and capital-intensive projects. The Administrative Expenditure is estimated at Rs. 1,08,000 crore, ensuring the smooth functioning of government machinery and public services.
The budget allocates Rs. 4,000 crore for Disaster Risk Management Funds, reflecting the state’s preparedness to tackle natural calamities.
Transfers from the State will see an outlay of Rs. 8,000 crore, including Rs. 3,311 crore as per the 15th Finance Commission and Rs. 4,559 crore as per the 5th State Finance Commission recommendations, aimed at strengthening rural and urban local bodies.
The budget is proposed to be financed through revenue receipts of Rs. 2,32,000 crore and borrowings and other receipts of Rs. 58,000 crore.
Revenue receipts include Rs. 66,000 crore from the State’s Own Tax, Rs. 60,000 crore from Own Non-Tax Revenue, Rs. 64,408 crore as the State’s share in Central taxes, and Rs. 41,592 crore as grants from the Centre.
The state aims to achieve a revenue surplus of 3% of GSDP and limit the fiscal deficit to 3.2% of GSDP, ensuring compliance with the Fiscal Responsibility and Budget Management (FRBM) Act.
CM Majhi emphasized that the budget reflects the government’s dedication to serving the people of Odisha with unwavering commitment.
He outlined a 10-point agenda for the state’s development, which will be implemented through a robust monitoring and service delivery framework.
He called for the collective support and cooperation of the people of Odisha in this endeavor.
Concluding his budget speech, CM Majhi quoted the famous lines of Odia poet Bidyutprava Devi from her poem “Sarbangsaha Mati.
With this budget, Odisha is poised to take significant strides in its developmental journey, contributing to the national goal of a Viksit Bharat.
