Odisha CS Reviews CM-Sampada, Directs Districts To Accelerate Devpt Works

Bhubaneswar: Odisha Chief Secretary Anu Garg on Tuesday directed District Collectors to ensure effective implementation of the CM-Sampada platform and accelerate development works in mining-affected areas during a virtual review meeting held from Lok Seva Bhawan here.

The meeting reviewed key schemes and programmes of the Health & Family Welfare, Women & Child Development, Industry, Finance, Power, Water Resources, Excise and Disaster Management departments, besides discussing implementation bottlenecks and possible solutions at the district level.

The Chief Secretary stressed increasing the Credit-Deposit (CD) ratio to boost economic growth and asked Collectors to hold monthly review meetings with district-level officers for coordinated resolution of issues.

The Planning & Convergence Department presented the four-tier working methodology under CM-Sampada for holistic development of mining-affected areas. Collectors were instructed to upload outcomes of departmental review meetings on the CM-Sampada dashboard and forward issues requiring state-level intervention within a week.

A workshop for capacity building of District Mineral Foundation (DMF) and Project Management Unit teams is scheduled in June. Collectors were also directed to hold regular monthly CM-Sampada meetings at the district level.

Additional Chief Secretary Hemant Sharma highlighted the role of district administrations in expediting industrial development and advised Collectors to prioritise land identification, acquisition and coordination with DIPA and IDCO for industrial projects. The Chief Secretary also stressed availability of land for tourism development and employment generation.

Sharma further advised regular coordination meetings with district police authorities to maintain law and order.

Reviewing the Finance Department, Principal Secretary Sanjeeb Kumar Mishra said Odisha’s overall CD ratio stands at 71.31 per cent, while Jharsuguda, Kalahandi, Jajpur and Boudh districts have recorded notable performance. He emphasised enhanced lending to agriculture, allied activities and MSMEs, along with stronger coordination among banks, district administrations, RBI and NABARD.

The Electronics & IT Department reviewed power infrastructure strengthening projects, while the Water Resources Department discussed industrial water management, installation of IoT flow meters and recovery of outstanding water dues.

In the health sector review, discussions focused on strengthening infrastructure, availability of doctors and specialists, diagnostic and medicine services, fire safety and Ayushman card distribution. Preparations for World Sickle Cell Day on June 19 and International Yoga Day on June 21 were also reviewed.

The Women & Child Development Department highlighted nutrition monitoring and Anganwadi infrastructure. The Chief Secretary directed early provision of electricity, toilets and drinking water facilities in Anganwadi centres and discussed expansion of centres, PM-JANMAN projects and creches under the ‘Kalika’ scheme.

The meeting also reviewed transfer of government land for excise infrastructure and disaster preparedness measures, including operation of District Emergency Operation Centres round the clock, heatwave preparedness and speedy disposal of compensation cases through the DMAPS portal.
