Bhubaneswar: Chief Minister Naveen Patnaik has taken an in-principle decision to grant land pattas (Record of Rights) to people at various places by resolving land issues.
Earlier, in-principle decision was taken to resolve land issues of Hirakud Dam oustees of Jharsuguda, Sorada block in Ganjam district and in Puri municipality.
Today decision was taken to resolve land issues of Sikkim ryots and land issues of Hirakud Dam oustees of Rengali tahasil of Sambalpur district.
Worth mentioning, 5T Secretary VK Pandian had received several grievances pertaining to land related issues during his tour of the districts.
People had informed the 5T Secretary about the long standing issues of Hirakud Dam oustees, the land rights issues of the people who have been living on government land for a long time, issues of ryots and several similar such issues. A breakthrough for resolving long standing land related issues of the people has been made after the Chief Minister was apprised of these.
On the instructions of the Chief Minister, three meetings were held with the Revenue and Disaster Management Department in the first and second week of September in this regard.Another high-level meeting was held today in connection with the progress of the decision taken in those review meetings and many historic decisions were taken.
5T Secretary VK Pandian along with Development Commissioner Anu Garg, Additional Chief Secretary Revenue Department Satyabrata Sahu, Law Secretary Manas Ranjan Barik, Collectors of Ganjam, Sambalpur, Puri, Khordha, and Jharsuguda districts and other senior officers were present in the meeting. It was decided at the meeting to provide land to the people after premanently resolving the land issues.
Orders have been issued to resolve the old land related issues of the Hirakud Dam oustees of Kurla, Thuntikatarbaga, Jogipalli and Sapne villages through hi-tech survey. It has been advised to complete the survey at the earliest and resolve the land issues.
Similarly, in-principle decision has been taken for permanent resolution of land issues of Sikkim ryots. This will benefit about two lakh small and marginal farmers of Cuttack, Puri, and Balasore districts.
Worth noting, earlier in-principle decision was taken resolve land issues of Hirakud Dam oustees, Sorada block in Ganjam district and Puri municipality.
In Jharsuguda district, the issues of people displaced by Hirakud Dam is more than 50 years old. It was decided to solve the land issues of Hirakud Dam oustees in 18 villages of Lakhanpur tehsil and one village of Jharsuguda tahasil.Thus it was decided to resolve land issues in 19 villages.
In the first phase allotment of pattas will commence from Limeitikra village. It was also decided allot pattas for homestead and farmlands in 22 villages of Sorada block in
Ganjam district by resolving old land issues. Similarly, in the first phase pattas will be distributed very soon after resolving issues pertaining to khasmahal land in Jatni.
Similarly, Puri Municipality has given about 504 acres of land on lease basis to various institutions and people over several years.
In this high-level meeting, it was decided to fix appropriate fees on individuals and institutions to regularize leases allocated as per appropriate lease terms and municipal rules.
Today’s meeting decided to make the necessary changes in the OGLS rules after approving the rules and regulations to regularize the leases.
