Bhubaneswar: In a major administrative reform aimed at streamlining recruitment in government higher educational institutions, the Odisha Government on Monday shifted the authority to appoint non-teaching staff from college principals to the Regional Directors of Education (RDEs).
In an order issued by the Higher Education Department, the government declared that the concerned Regional Directors of Education will henceforth serve as the Appointing Authority for all non-cadre Group-B, Group-C and Group-D non-teaching posts in Government Colleges and Teacher Education Institutions under their administrative jurisdiction.
The order, which came into effect immediately, supersedes all previous instructions issued in this regard.
With the issuance of the new directive, the powers of appointment that were previously vested in the principals of Government Colleges and Teacher Education Institutions have been withdrawn. Consequently, principals will no longer be authorised to appoint personnel to non-teaching non-cadre posts in their respective institutions.
The order was issued by the Commissioner-cum-Secretary of the Higher Education Department and is effective immediately.
