Odisha Joins Launch Of DILRMP 3.0 For Modern Land Administration

Bhubaneswar: The Centre will implement the Digital India Land Records Modernization Programme (DILRMP) 3.0 from April 2026 to March 2031, with an outlay of Rs 565.50 crore, to build a unified, GIS-enabled and citizen-centric digital land administration system.

Union Rural Development Minister Shivraj Singh Chouhan on Thursday launched the operational guidelines for DILRMP 3.0, which seeks to integrate land records, cadastral maps and registration data into an interoperable digital platform known as the Land Stack.

Revenue and Disaster Management Minister Suresh Pujari and senior officials from Odisha joined the launch programme virtually from Lok Seva Bhawan.

Under the new phase, cadastral parcels will form the primary spatial layer, while Records of Rights (RoR), registration details, circle rates, encumbrances, land use, building plans and other relevant information will be integrated through interoperable APIs. ULPIN, also known as Bhu-Aadhaar, will serve as the unique identification number for land parcels.

The programme envisages digitisation and georeferencing of land parcels across rural, semi-urban and urban areas, digitisation of legacy land and registration records, modernisation of property registration, and secure, consent-based delivery of land-related services.

It also aims to digitise revenue court processes to reduce delays in mutation and settlement of land disputes, besides creating mechanisms for seamless data exchange among agencies involved in land administration.

Pujari said DILRMP 3.0 would help transform land administration into a unified, digital and GIS-based system while improving transparency, service delivery and security.

Highlighting Odisha’s progress, he said modern record rooms have been established in 311 of the state’s 317 tehsils. Hi-tech surveys are underway in Jharsuguda, Jagatsinghpur, Jajpur, Kendrapara, Kalahandi and Ganjam districts.

The state has so far computerised 1,99,86,487 land records, while cadastral maps have been prepared for nearly 51,742 of Odisha’s 51,802 villages.

Of the 321 Sub-Registrar Offices in the state, 213 have been computerised. Work is also underway to technologically upgrade 108 registration offices established in 2025.

A DILRMP Cell has also been established at the Revenue Officers’ Training Institute (ROTI) in Gothapatna to strengthen the capacity of revenue field officials.

The Revenue Department said it is continuing efforts to make land administration more transparent and people-oriented through cashless and paperless registration and technology-based monitoring systems.
