Bhubaneswar: Odisha is planning to introduce affordable rental housing facilities under the Pradhan Mantri Awas Yojana–Urban (PMAY-U) 2.0 to cater to migrant workers, students, and other temporary urban residents, Housing and Urban Development Minister Dr. Krushna Chandra Mahapatra said on Sunday.
The proposed initiative will be integrated with housing projects being developed for Economically Weaker Sections (EWS), with the government aiming to create a network of low-cost rental accommodations across urban centres in the state.
Addressing reporters here, Mahapatra said the rental housing model is being designed to support labourers who migrate to cities for work and students who relocate for higher education.
“Workers coming to urban areas can stay in these houses on rent during their employment period and return home after their work is completed. Similarly, students can avail themselves of the accommodation while pursuing their studies and vacate the premises after completing their courses,” he said.
The minister said the government intends to make rental housing available at affordable rates so that economically vulnerable groups have access to decent accommodation without having to depend on informal settlements.
The minister stated that the move could help contain the expansion of slums in urban areas by providing a formal and affordable housing alternative for migrant populations.
Mahapatra further said the state government is drafting an Odisha Urban Rental Housing Policy to regulate the sector and create a balanced framework for landlords and tenants.
“We are seeking suggestions from all stakeholders, including house owners and tenants. The policy is being designed to minimise disputes and ensure that both parties feel secure and protected,” he said.
According to the minister, public consultations on the draft policy are currently underway. The final notification will be issued after examining the feedback and recommendations received from various sections of society.
