Bhubaneswar: Odisha has set an ambitious target of establishing 15 fully operational airports by 2047, a transformative goal aimed at strengthening regional, domestic, and international connectivity as part of the Vision of Vikshit Odisha 2036–47.
This long-term plan was the central focus of the 4th Meeting of the High Power Committee on Aviation, held on Saturday under the chairmanship of Chief Secretary Manoj Ahuja at Kharabela Bhawan.
Senior officials including Development Commissioner-cum-Additional Chief Secretary Anu Garg, Commerce & Transport Principal Secretary Usha Padhee, and Tourism Commissioner-cum-Secretary Balwant Singh joined the deliberations, which emphasized building a robust aviation ecosystem capable of supporting Odisha’s rising economic aspirations.
The Committee reviewed emerging opportunities in the aviation sector and explored ways to accelerate infrastructure development, streamline regulatory processes, and enhance air connectivity across the state.
A key discussion involved creating a comprehensive State Aviation Policy to attract private investment, facilitate uniform growth, and improve ease of doing business in the sector.
A major area of focus was the promotion of Flight Training Organisations (FTOs) in Odisha. Officials highlighted the need to encourage training institutions and strengthen the talent pipeline for pilots, technicians, and aviation professionals. The operationalisation of the Aviation Centre at Dhenkanal was reviewed with an aim to develop it into a premier hub for flight training and capacity building.
The Committee also deliberated on recognising aviation manufacturing and MRO (Maintenance, Repair & Overhaul) units as a Thrust Sector under the Industrial Policy Resolution—an incentive expected to boost Odisha’s aviation value chain and attract new industries.
Discussions included plans to frame a new Destination Policy to enhance general air connectivity through small aircraft services, particularly targeting remote and underserved regions.
Progress on airport and airstrip projects, including the proposed Greenfield International Airport at Puri, was examined in detail.
The Chief Secretary stressed the importance of inter-departmental coordination and timely execution of projects to position Odisha as a leading aviation hub in eastern India. Connectivity enhancements for Rourkela and Jharsuguda were also reviewed.
