Odisha To Adopt Geo-Spatial Logistics Planning Framework For Integrated Infra Devpt

Bhubaneswar: The Commerce & Transport Department, Government of Odisha, convened an important workshop on PM GatiShakti, marking a pivotal milestone in strengthening coordinated and data-driven infrastructure development across the State through the adoption of a Geo-Spatial Logistics Planning Framework.

The workshop provided hands-on exposure to departments on using a unified geo-spatial digital platform for planning and executing multiple infrastructure projects simultaneously. This approach lays the foundation for inter-departmental convergence, faster project formulation and scientific decision-making.

Speaking at the session, Principal Secretary, Commerce & Transport Department, Usha Padhee, emphasised that geo-spatial intelligence is now central to Odisha’s long-term infrastructure roadmap. She underlined that modern planning requires transport, industry, ports, logistics, mining, urban and rural development sectors to work collaboratively—ensuring that project proposals, land assessment, logistics gaps and multimodal connectivity are analysed together on a single digital map, enabling faster clearances and reduced costs.

The geo-spatial platform integrates logistics corridors, road and rail networks, port linkages, industrial clusters, utilities and land datasets, allowing departments to prepare scientific DPRs, identify land and connectivity requirements, and optimise the movement of people and goods across the State. Odisha is transitioning from conventional project-wise planning to an integrated, future-ready model where every infrastructure initiative complements a wider logistics and mobility network aligned with economic growth, industrial development and citizen convenience.

The workshop was organised in collaboration with the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, and BISAG-N (Bhaskaracharya National Institute for Space Applications and Geo-informatics), MeitY. PM GatiShakti represents a transformative approach to multimodal and integrated infrastructure planning, aimed at reducing logistics costs and enhancing seamless movement of people and goods.

Usha Padhee, Principal Secretary, Commerce & Transport Department, chaired the meeting on the Development of the State Integrated Logistics Master Plan. Kaustav Dipta Pany, Commissioner Rail Coordination, Commerce & Transport Department, briefed participants on the suggestions received during the PM GatiShakti SMP Workshop and outlined the roadmap for coordinated infrastructure planning through the GatiShakti Portal. T. P. Singh, Director General, BISAG-N, assured full support to the State in this endeavour.

Odisha will continue to strengthen institutional capacity, inter-departmental collaboration and digital-mapping-driven governance to ensure that the Geo-Spatial Planning Tool becomes the bedrock for master plans, multimodal logistics projects and long-term investment planning across the State.
