Bhubaneswar: The Odisha Vigilance has arrested a staffer in the Office of the District Education Officer (DEO), Cuttack, for allegedly misappropriating government funds amounting to Rs 51,53,640.
Subash Chandra Sahoo, a resident of Sidheswar Vidyamandir, Naraj, Baranga, was taken into custody today following a detailed investigation into irregularities in salary disbursements.
According to Vigilance officials, the accused, who was posted in the accounts section of the DEO office, had access to the Human Resource Management System (HRMS) and Integrated Financial Management System (IFMS).
He allegedly obtained unauthorized access to the credentials of the Drawing and Disbursing Officer (DDO) and manipulated the systems between December 31, 2018, and October 16, 2021.Modus Operandi
The investigation revealed that Sahoo fraudulently inserted the names of four outsiders (non-employees) into the HRMS portal, showing them as genuine government employees entitled to salaries.
Once salaries were generated and credited to the bank accounts of these fake employees, the entire amount was transferred on the same day into Sahoo’s personal bank account. A case has been registered at Cuttack Vigilance Police Station under the Prevention of Corruption Act, 2018. The accused was produced before the court today.
