Odisha Works Dept Restricts Outdoor Work During Peak Heat Hours

Bhubaneswar: In view of the prevailing heatwave conditions, the Odisha Works Department has issued directions restricting outdoor construction and labour-related activities during peak afternoon hours.

According to an official press release, the department has instructed that no work should be carried out between 11 a.m. and 3 p.m. due to rising temperatures and the associated health risks for workers at construction sites.

The Engineer-in-Chief (EIC) of the Works Department has written to Chief Construction Engineers and Superintending Engineers across all zones in this regard, reiterating the government’s advisory on heatwave safety measures.

The letter noted that, despite clear instructions, instances have been reported through media sources where labourers are still being engaged during restricted hours at some project sites. Taking serious note of the matter, the department has directed contractors to strictly comply with the order and ensure suspension of work during the specified time window.

In addition to restricting work hours, the department has also emphasised the need for adequate welfare measures at construction sites. Contractors have been instructed to provide shaded rest areas, safe drinking water facilities, and first-aid arrangements for workers.

Field-level officers have been advised to remain vigilant and ensure strict enforcement of the guidelines. They have also been asked to create awareness among workers and contractors to prevent heat-related illnesses and avoid any untoward incidents during the ongoing heatwave period.
