OSCPCR Reviews SCB Hospital Records Over 14 ‘Missing’ Infants, Seeks Detailed Report

Cuttack: The State Commission for Protection of Child Rights (OSCPCR) on Tuesday reviewed records at SCB Medical College and Hospital, Cuttack, in connection with the alleged case of 14 missing infants, and sought a detailed report from hospital authorities, officials said.

The review was carried out following concerns over discrepancies in documentation related to newborns delivered at the hospital over the past six years, involving women in vulnerable conditions, including those who are mentally challenged or destitute.

OSCPCR Chairperson Babita Patra said the Commission examined available records during its visit to the hospital and found that, in several instances, infants were either handed over to biological parents or placed with authorised organisations.

“We have asked the hospital authorities to submit a detailed report. Notices will also be issued to concerned organisations wherever required. We are also verifying whether due procedures were followed, including submission of cases before the Child Welfare Committee (CWC),” Patra said.

The matter gained attention after reports surfaced alleging that records of 14 newborns delivered at SCB Medical College and Hospital could not be properly traced.

Cuttack Collector Dattatraya Bhausaheb Shinde said the Central Revenue Divisional Commissioner (RDC) has already directed the Superintendent of SCB Medical College and Hospital to conduct a detailed inquiry and submit a comprehensive report.

Given the sensitivity of the issue, the administration has instructed the hospital to carry out a thorough verification of records from the Obstetrics and Gynaecology department, where such deliveries were reported over the years.
