Bhubaneswar: The State Government on Tuesday approved restructuring of the Odisha Diploma Engineers’ Service (ODES) cadre by revising the existing ratio of Junior Engineers (JEs) to Assistant Engineers (AEs) from 40:60 to 60:40.
The workload of Department of Water Resources along with supporting budget has increased manifold, reflecting the commitment of the State Government to water conservation and creation of water sector infrastructure to meet growing demands and fulfil its vision for 2036.
The existing cadre structure, with a higher proportion of posts at the Assistant Engineer level, resulted in an anti-pyramidal structure, leaving a substantial number of promotional posts vacant and affecting smooth progression of personnel within the Service.
The revised cadre structure is intended to establish a more balanced and rational pyramidal hierarchy, facilitate better career progression, improve utilisation of available technical manpower, and strengthen administrative efficiency across engineering establishments.
The restructuring will be undertaken without altering the overall sanctioned strength of the cadre and will ensure a more appropriate distribution of posts between the Junior Engineer and Assistant Engineer levels.
The decision is expected to strengthen cadre management while creating a more sustainable promotional framework for Diploma Engineers serving in different line engineering departments of the Government of Odisha.
