Zero Hour Celebrations: Police Ban Music, Sound Systems After Midnight

Bhubaneswar: The Bhubaneswar-Cuttack Commissionerate Police has issued strict guidelines for Zero Hour Night celebrations on December 31, 2025, banning music and sound systems after 12:00 midnight

Besides, strict guidelines have been issued to maintain law and order, ensure public safety, and regulate traffic during the Zero Hour Night celebrations.

All police stations have been directed to identify hotels, clubs, and other establishments organising New Year events and verify permissions and expected participant numbers.

Intensive patrolling will be conducted around celebration venues, roads, and sensitive areas, prioritising women’s and children’s safety. Effective MV checking and road blocking will prevent drunken driving and traffic violations. The police have also prohibited roadside celebrations, public gatherings, or music systems on roads.

Police posts will remain vigilant at venues to prevent quarrels, disputes, and clashes. Fifteen platoons of police force will be deployed, with special focus on traffic management, surveillance, and standby response teams.

As per the guidelines, zone-wise monitoring will be conducted by senior officials, including ADCPs Sunaram Lembrem (Zones 1 & 2), Sanajay Kumar Mohapatra (Zone 3), Arati Giri (Zone 4), and Subrat Kumar (Zones 5 & 6).

ACPs will supervise subdivisions, while Inspectors-in-Charge will take personal responsibility for implementation. The Commissionerate Police has stressed accountability, warning that any lapses or deviations from the order will face serious consequences.

The police have warned of strict action against drunk driving and noise pollution. Citizens are advised to cooperate with the police and follow guidelines to ensure a safe and enjoyable celebration.
