Bhubaneswar: The Commissionerate Police of Bhubaneswar-Cuttack has issued a detailed traffic advisory for October 3, 2025, in view of the immersion processions of Goddess Durga across Bhubaneswar.
The advisory outlines restrictions and diversions to be implemented from 2 pm to 1 am to ensure the safety of the public and the smooth flow of traffic during the Bhasani (immersion) processions. These regulations have been enforced under Section 28 of the Odisha Urban Police Act, 2003, and Section 36 of the Police Commissionerate Bhubaneswar-Cuttack, Traffic and Public Order, 2008.
According to the notice, four major Bhasani Committees— Saheed Nagar, Nayapalli, Chandrasekharpur, and Old Town—will conduct processions that will affect traffic movement in different parts of the city. Each committee has been assigned a specific route and vehicle movement on these routes will be restricted during the immersion hours.
The Saheed Nagar Bhasani Committee will congregate at Saheed Nagar and the procession will move through Ram Mandir Chhak and Master Canteen, finally reaching Rajmahal Chhak. During this time, Janpath Road will be closed to all vehicular traffic. Commuters are advised to use Sachivalaya Marg and adjoining roads as alternative routes.
The Nayapalli Bhasani Committee will begin its procession from Nayapalli, proceeding through Nayapalli Underpass, CRP Chhak, DAV School, Gopabandhu Chhak, and ending at Siripur Chhak. Vehicles moving from CRP Square towards Jayadev Vihar will be diverted via Ekamra Park Road. Additionally, vehicles traveling on Stewart School Road, Unit-8 Road, and OUAT to New Airport Road are advised to use internal connecting roads to avoid congestion.
The Chandrasekharpur Bhasani Committee will start its procession from the field near Club Town Apartments and will move through Damana Square to Nalco Square. To manage traffic, vehicles coming from Nandankanan Square towards Jayadev Vihar should take diversions via KIIT Square or Kalarahanga Square.
In addition to these three major routes, traffic police have also restricted the movement of heavy vehicles and buses approaching Bhubaneswar from the Khordha side. These vehicles will not be allowed on the service roads and must use the main carriageway or National Highway instead.
The police have also informed that several other Puja Committees in Bhubaneswar will be conducting individual immersion processions, which may lead to further local diversions.
For the immersion of idols, several official sites have been designated. These include two locations near River Kuakhai (Palasuni and Hanspal sides), one at Lingipur near River Daya (Puri Road), another near Basuaghai on Tankapani Road, and one near Centurion-KITS Campus under JMC, Jatni. Additional temporary sites have been arranged by Chandaka G.P. near NIT, at Ramchandrapur near the canal, and in areas under Balipatna Police Station and Bhingarpur G.P. near the Kusabhadra River.
The Commissionerate Police has clarified that these traffic restrictions do not apply to emergency services such as Police, Fire Brigade, Ambulances, and Excise Department vehicles.
Citizens have been requested to avoid the designated procession routes during the restricted hours and plan their journeys accordingly.
Issuing the advisory, the Commissionerate Police stated that the order has been passed in the larger interest of public safety.
Violation of the traffic order will be considered an offence under Section 96 of the Odisha Urban Police Act, 2003.
