Bhubaneswar: The Odisha Cabinet on Saturday approved the Odisha Uniformed Services Staff Selection Commission (Method of Recruitment and Conditions of Service of the Chairman and Members) Rules, 2026, paving the way for the formal appointment of the Commission’s leadership.
The newly approved rules lay down the framework for the method of recruitment, tenure, and service conditions of the Chairman and Members of the Odisha Uniformed Services Staff Selection Commission (OUSSSC), a key body tasked with conducting recruitment examinations for uniformed services in the state.
The OUSSSC itself was constituted under the Odisha Uniformed Services Staff Selection Commission Rules, 2025, notified by the General Administration & Public Grievance Department on December 5, 2025. The Commission is responsible for selecting officers and personnel of various ranks in the Odisha Police and other uniformed services under the Home Department, Excise Department, Forest, Environment & Climate Change Department, and Commerce & Transport Department.
As per sub-rule (3) of Rule 3 of the 2025 Rules, the Commission is to comprise a Chairman and two Members, all appointed by the State Government. However, to operationalise these appointments, a separate set of rules defining the eligibility, appointment process, and service conditions of the Chairman and Members was required.
With the Cabinet’s approval of the 2026 Rules, the State Government has completed the necessary regulatory framework to ensure the smooth functioning of the Commission and expedite recruitment processes across multiple uniformed services.
Officials said the move is expected to bring greater clarity, transparency, and administrative efficiency in the functioning of the OUSSSC, strengthening the institutional mechanism for large-scale recruitment in Odisha’s uniformed services.
