Odisha To Launch Auto Appeal System Under ORTPSA By May 2026

Bhubaneswar: The Government of Odisha is set to roll out an “Auto Appeal System” under the Odisha Right to Public Services Act (ORTPSA) by May 2026, aiming to strengthen time-bound delivery of public services and enhance administrative accountability.

The decision was announced during a review meeting of nodal officers from 32 departments held at the Convention Centre in Lok Seva Bhawan on April 29. The meeting was chaired by Suresh Kumar Vasisth, Special Secretary of the General Administration & Public Grievance (GA & PG) Department.

Addressing the gathering, Vasisth said the state Cabinet has approved the Auto Appeal provision, which will automatically escalate service requests to higher appellate authorities if designated officials fail to deliver within the stipulated timeframe.

“The implementation of Auto Appeal marks a new era of accountability in Odisha’s administration. By May 2026, the system will ensure that no citizen is left waiting indefinitely for a service they are legally entitled to receive,” he said.

A technical session was conducted by Pinaki Mohanty, who presented the current implementation status of ORTPSA across departments and detailed the architecture of the proposed system. He explained that the digital framework would trigger automatic appeals, removing the need for citizens to manually file them in case of delays.

The system will also allow real-time tracking of file movement across all departments, improving transparency and efficiency while reducing the need for physical visits to government offices, he added.

Speaking on the initiative, Debabrata Mallick, Additional Secretary of the GA & PG Department, emphasized the importance of the reform in the current governance landscape. He noted that while ORTPSA has already streamlined several services, the Auto Appeal feature would act as a crucial safeguard for citizens’ right to timely service delivery.

Mallick urged departments to ensure full integration of their databases with the central portal ahead of the May 2026 rollout deadline.

The meeting was coordinated by Samarendra Sarangi and concluded with a vote of thanks, highlighting inter-departmental collaboration to strengthen digital governance in the state.
