Bhadrak: In a bizarre case of apparent negligence by the Transport Department, a person from Bhadrak received a Rs 5,000 traffic challan for talking over his mobile phone while riding a motorcycle — even though he was not in Nayagarh and does not own the said vehicle.
According to reports, Khitish Samant Behera, a resident of Aradi Chhak in Bhadrak, received an e-challan message on Tuesday evening from the Nayagarh Transport Department. The notice accused him of using a mobile phone while driving a two-wheeler bearing registration number OD02 CA 1742.
However, Behera clarified that he owns a four-wheeler (car), not the motorcycle mentioned in the challan. He further stated that his car was parked in Bhadrak at the time of the alleged offence, which he has also verified through CCTV footage.
The fine notice also includes a photo of a young man talking on a mobile phone while riding a bike. Behera expressed shock over the incident and questioned how the Nayagarh RTO issued the challan without proper verification.
He has blamed the Transport Department and the concerned RTO office for gross carelessness and lack of due diligence. Behera has demanded immediate resolution and withdrawal of the erroneous fine.
