Bhubaneswar: The Odisha Cabinet on Wednesday approved the acceptance of a single bid submitted by Tata Consultancy Services (TCS) Ltd for implementation of OSWAS 3.0 at a negotiated cost of Rs 122.60 crore, excluding taxes.
The project, which will be supported for five years, is aimed at taking the Odisha Secretariat Workflow Automation System (OSWAS) to the next generation by adopting a modern microservices-based architecture and advanced artificial intelligence capabilities.
OSWAS, the flagship digital governance project of the state government, has enabled faster and informed decision-making while reducing procedural and administrative delays. The system has also been extended to Block and Tehsil-level offices as part of the government’s efforts to establish end-to-end digital file processing and paperless office operations.
During 2025-26, the implementation of OSWAS 2.0 expanded significantly to block-level offices, with the number of offices covered increasing by 638 per cent and users by 247 per cent, according to the official statement.
TCS had earlier developed the system. Following the expiry of its contract and considering the importance of OSWAS to governance delivery, the state government decided to develop OSWAS 3.0 with enhanced scalability, security, interoperability and efficiency.
A tender was subsequently floated through the eNivida portal in accordance with procurement guidelines. TCS emerged as the sole bidder. Following evaluation of the bid under the Odisha General Financial Rules (OGFR) and subsequent negotiations, the company agreed to a final price of Rs 122,60,25,436, excluding taxes.
The proposal was placed before the Cabinet in accordance with the applicable delegation of financial powers, and was approved at Wednesday’s meeting.
