Odisha Assembly Panel Visits UP Legislature To Study Functioning, e-Vidhan System

Bhubaneswar: A study tour of the Uttar Pradesh Legislative Assembly is being undertaken by the Departmental Standing Committee-3 of the Odisha Legislative Assembly to gain insights into legislative procedures, committee functioning and the use of technology in the House.

The committee, headed by its Chairman Babu Singh, is on a study tour of Uttar Pradesh from September 2 to 7. MLAs Byomakesh Ray, Sunil Kumar Mohanty, Manas Kumar Dutta and Nilamadhab Hikka are among the members participating in the tour.

Committee Officer Ishwar Chandra Nayak and OSD and Joint Secretary (Reporting) Niranjan Kar are accompanying the members from the Odisha Legislative Assembly and extending assistance during the tour.

On September 3, the committee visited the Uttar Pradesh Legislative Assembly and held detailed discussions with Assembly Speaker Satish Mahana, Secretary Pradeep Kumar Dubey and other officials.

The discussions covered the management of the Assembly, constitution and functioning of standing and other committees, their powers, the e-Vidhan system, procedures for presentation and passage of the state budget and facilities available to members.

The committee also held discussions on issues relating to the Construction Department, Housing and Urban Development and drainage system arrangements.

During the visit, the members toured the Assembly gallery and gathered information on the mechanisms through which details related to the functioning of the House are made available to legislators as well as the general public.

The committee also studied the arrangements for YouTube streaming and live telecast of Assembly proceedings while the House is in session.

Discussions were also held on the scope for introducing similar technological and administrative reforms in the Odisha Legislative Assembly, drawing from the practices followed by the Uttar Pradesh legislature.
