Bhubaneswar: The Odisha Cabinet on Tuesday approved the award of work to Krystal Integrated Services Limited for setting up a Disaster Recovery-cum-Data Centre (DR-cum-DC) at Keonjhar to strengthen the state’s digital infrastructure and ensure uninterrupted delivery of critical government services during disasters or major disruptions.
The facility will come up on the south campus of Dharanidhar University in Keonjhar, providing geographical separation from the Odisha State Data Centre (OSDC) in Bhubaneswar. The new centre will serve as a backup and recovery facility for critical government applications, databases and digital service platforms.
According to the Electronics and Information Technology Department, the proposed centre will have independent power supply, cooling, connectivity, computing, storage, backup, networking and cybersecurity systems. It will also incorporate secure data replication, centralised monitoring, cyber-recovery mechanisms and periodic disaster-recovery drills.
The facility is designed to enable the restoration of identified government services within their approved Recovery Time Objectives (RTO) and Recovery Point Objectives (RPO), thereby improving business continuity and cyber resilience.
The project will be implemented through an open tender process, in which Krystal Integrated Services Limited emerged as the lowest bidder (L1). The implementation period is nine months, followed by five years of operation and maintenance support from the date of go-live.
The project cost has been partly provided for through the Fifth State Finance Commission Grant-in-Aid, while the remaining expenditure will be met by the Odisha Computer Application Centre (OCAC) from the State Data Centre maintenance budget under the Electronics and Information Technology Department.
The initiative is expected to strengthen the state’s preparedness to safeguard critical digital infrastructure and maintain reliable, citizen-centric government services in the event of a major disruption.
