Bhubaneswar: Chief Minister Mohan Charan Majhi on Monday informed the Odisha Assembly that nine districts of the state are currently covered under the Security Related Expenditure (SRE) scheme, aimed at strengthening counter-Maoist operations in Left Wing Extremism (LWE)-affected regions.
Responding to a question from Congress MLA Taraprasad Bahinipati, the Chief Minister said that Kandhamal district continues to be categorised as an LWE-affected district, while Kalahandi, Koraput, Malkangiri, Nabarangpur, Nuapada and Rayagada have been placed under the Legacy & Thrust (L&T) category. Together with two additional notified areas, a total of nine districts in Odisha are presently under the SRE coverage as of the first week of November 2025.
Majhi informed the House that between June 1, 2024, and November 30, 2025, 12 Maoists surrendered before police, while 21 Maoists were killed in encounters. Of the 21 fatalities, 17 occurred in the Odisha–Chhattisgarh border region during joint anti-Maoist operations conducted by security forces of both states.
To encourage Maoists to return to the mainstream, the government is implementing an expanded “Surrender and Rehabilitation Scheme”. The Chief Minister said the scheme has been further revised and made more attractive with effect from November 27, 2025, offering enhanced financial assistance and reintegration support.
