Cabinet Approves Amendments To Revenue Service Rules, New Promotion Tiers For ARIs & Amins

Bhubaneswar: In a move to streamline revenue administration and address career stagnation, the State Cabinet chaired by the Chief Minister has approved amendments to the Odisha District Revenue Service (Method of Recruitment and Conditions of Service) Rules, 1983.

The amended rules will be called “the Odisha District Revenue Service (Method of Recruitment and Conditions of Service) Amendment Rules, 2026”.

Key Highlights:1.

  1. Two New Intermediate Cadres Created

The amendment establishes two new intermediate cadres – Assistant Revenue Inspectors (Level-II) and Amins (Level-II) within the district revenue service structure.

  1. Promotion-Only Entry

These Level-II posts will be filled exclusively through promotion from the existing base cadres of ARIs and Amins. No direct recruitment will take place for these posts.

3. Eligibility Criteria: ARIs and Amins will become eligible for Level-II promotion after completing a minimum of 3 years of service as of January 1st of the DPC meeting year. Selection will be based on merit-cum-seniority.

 4. Faster Path To Revenue Inspector To qualify for promotion to Revenue Inspector (RI), an official must now either complete at least 3 years of continuous service in the Level-II cadre, or complete a combined total of 6 years of service across both base and Level-II levels taken together.

  1. Proportional Promotions Promotions to the rank of RI will be allocated in proportion to the total number of regular existing employees in their respective cadres.

According to the government, the restructuring is aimed at providing greater administrative convenience and boosting career progression for grassroots revenue personnel. The reform is expected to ensure timely promotions, significantly improving employee work efficiency, morale, and grassroots level service delivery.

The new structure comes into effect with the 2026 Amendment Rules.
