Cabinet Approves New Rehabilitation Assistance Rules For Compassionate Appointments

Bhubaneswar: The State Cabinet, under the chairmanship of Chief Minister, has approved the Odisha Civil Services (Rehabilitation Assistance) Rules, 2026.

The new rules will replace the Odisha Civil Services (Rehabilitation Assistance) Rules, 2020.The government said the revised rules have been framed to simplify the rehabilitation assistance process, enhance transparency, and facilitate timely compassionate appointment to eligible family members of government servants who die while in service.

Under the new provisions, the 100-point evaluation system has been abolished. The 50 percent ceiling on filling base-level Group-D posts through the Rehabilitation Assistance Scheme has also been removed.

The rules further provide that in cases where the spouse is above 50 years of age, is unwilling to accept appointment, or has been declared medically unfit by the Medical Board, another eligible family member can be nominated for appointment.

Pending cases will be considered under the new rules. Cases that were rejected solely on the ground of the 100-point evaluation system under the 2020 rules will also be taken up for reconsideration.

Officials said the revised rules are expected to ensure greater transparency, simplify the procedure for compassionate appointments, and provide timely rehabilitation assistance to the families of deceased government servants.
