Bhubaneswar: The Economic Offences Wing (EOW), Bhubaneswar, on Wednesday arrested accused Deepak Kumar Chhotray of Delanga in Puri district from Bhubaneswar in connection with a case registered at the EOW police station under Sections 420/467/468/471/120-B IPC r/w Section6 of OPID Act, 2011. He is being forwarded to the Designated Court under OPID in Cuttack on Thursday.
The case against the accused was registered based on a written allegation by Anil Kumar Panda who along with 34 others claimed that they were cheated by the Managing Director of the real estate firm M/s GLF Infratech Pvt Ltd who promised to provide them with plots in its residential projects at Patrapada in Bhubaneswar.
After collecting different amounts from the prospective buyers, Deepak Kumar Chhotray told the prospective buyers that as land could not be arranged at Patrapada, they would be given flats at Mouza-Gadakana. When the buyers agreed to it, Chhotray collected Rs 12 lakhs from each of the 35 prospective buyers between 2016 and 2019 with the promise to provide them with flats. But, to date, the accused has not provided any plot/flat to the victim buyers nor did he return the invested amount.
Investigation into the case revealed that the arrested accused Deepak Kumar Chhotray, MD of M/s GLF Infratech Pvt. Ltd, without any land, falsely promised 35 prospective buyers to provide plots/flats at Patrapada in 2016. Accordingly, one MoU was signed by the accused builder and the buyers. After collecting considerable amounts, the accused made the buyers agree to settle in its new project at Gadakana as no land could be arranged at Patrapada. Once, the buyers agreed to accommodate the new project of the company, the accused collected Rs12 lakh from each prospective buyer in 2019. But, till today, the company and its MD neither provided any flat/plot nor returned the invested amount to the buyers who are running from pillar to post to get back their invested amount.
Even, no land has been acquired by the builder for the construction of residential flats till today. The real estate company and its MD thus cheated more than Rs 4 crore from the intending buyers by executing false documents.
Many incriminating documents, including the money receipts and agreements, have been seized from the accused’s possession.
