Bhubaneswar: The Centre has made it mandatory for states to invite elected representatives, including Members of Parliament, to foundation-laying and inauguration ceremonies of Pradhan Mantri Gram Sadak Yojana (PMGSY) works.
In a circular issued by the Office of the Engineer-in-Chief of Rural Works, Odisha, all Superintending Engineers and Executive Engineers under the Rural Works Organisation have been directed to strictly adhere to the guidelines prescribed by the Ministry of Rural Development (MoRD) of Government of India.
The Odisha circular refers to MoRD letter No. P-17025/24/2022-RC (FMS No-378848) and states that the guidelines regarding invitation to public representatives for foundation-laying and inauguration ceremonies of PMGSY works must be followed without deviation.
A key directive in the letter makes clear: “No inauguration of any approved PMGSY projects can be done without association of the Hon’ble local MP.”
According to the prescribed protocol, the concerned elected representatives, including the local Lok Sabha MP, must be invited at least 15 days in advance through email, letter or SMS.
The move aims to ensure proper protocol and involvement of public representatives in the development of rural roads under the PMGSY scheme.
