Odisha Govt Grants Blanket NOC To School & Mass Education Staff For Competitive Exams

Bhubaneswar: The Odisha Government has issued a Standing Permission and No Objection Certificate (NOC) for all teaching and non-teaching staff working under the School & Mass Education Department. This includes employees of fully aided institutions, who can now apply for jobs or appear in recruitment exams without asking for permission each time.

The order was issued by the School & Mass Education Department and allows staff under its administrative control to take part in recruitment drives conducted by agencies such as the UPSC, OPSC, OSSC, OSSSC, and the State Selection Board (SSB), among others.

The department noted that it routinely receives numerous applications from employees seeking permission or NOCs to attend competitive examinations conducted by various recruiting agencies. Recognising that all employees have a right to pursue better career opportunities, the state government has opted to streamline the process.

“Therefore, to save applicant employees from the delay process, and ensure timely submission of the NOC/ permission, State Government in School and Mass Education Department hereby grants its standing permission and No Objection Certificate in favour of all Government employees (including the employees of Fully Aided institutions) working under the administrative control of this Department,” the order said.

However, the order comes with specific conditions:

  1. Employees must not neglect their official duties.
  2. Prior approval must be obtained from the competent authority for leave and for leaving headquarters to attend any examination or interview.
  3. This blanket NOC does not automatically authorise employees to be relieved from service upon selection. In such cases, a separate approval through proper channel must be obtained.

The department also retains the right to deny relief from current service in public interest or on valid administrative grounds.

“This standing order shall henceforth be treated as the Standing Permission/NOC issued by the Department/Competent Authority in favour of all government employees (including those in fully aided institutions) under the administrative control of the School & Mass Education Department. It may be produced by employees to various recruitment organisations or prospective employers as required,” the order further stated.
