Odisha Govt Orders Transfer, Rotation Of Revenue Staff Serving Over Three Years

Bhubaneswar: The Odisha government has directed all District Collectors to strictly implement the transfer and rotation of ministerial and field-level employees working under the Revenue administration, officials said on Friday.

In a letter issued to all District Collectors, Additional Chief Secretary of the Revenue and Disaster Management Department, Dr. Arabinda Padhee, instructed authorities to complete the transfer process of employees serving in the same office for more than three years during the current transfer season, by June 15, 2026.

According to the directives, ministerial employees including Section Officers (SO), Senior Revenue Assistants (SRA), and Junior Revenue Assistants (JRA), along with field-level functionaries such as Revenue Supervisors (RS), Revenue Inspectors (RI), Assistant Revenue Inspectors (ARI), Amins and other key staff, are to be transferred and rotated if they have remained posted in the same office beyond the prescribed tenure.

The department said the move is aimed at ensuring administrative efficiency, transparency and accountability in the offices of District Collectors, Sub-Collectors, Blocks and Tahsils across the state.

The state government has reportedly taken serious note of pending transfers in several districts and directed Collectors to ensure that the exercise is carried out strictly in accordance with existing government policies and guidelines.

District Collectors have also been asked to submit detailed action-taken reports to the department immediately after completion of the transfer and rotation process, the letter added.
