Bhubaneswar: The Housing & Urban Development Department, Government of Odisha, has issued a revised time schedule for the completion of the process of ward delimitation/division and reservation of seats in Urban Local Bodies (ULBs) in preparation for the upcoming General Elections to Urban Local Bodies.
The revised schedule covers four Municipal Corporations—Bhubaneswar, Cuttack, Brahmapur and Rourkela—and 99 Municipalities and Notified Area Councils (NACs) across the State, excluding Boudh district.
For the four Municipal Corporations, the concerned Municipal Commissioners have been directed to submit complete information relating to ward division and seat reservation in the prescribed Forms I and II, along with sketch maps, to the Housing & Urban Development Department by October 8, 2026. The Government will issue draft notifications inviting objections and suggestions from the public on October 22, 2026. The last date for receipt of objections and suggestions has been fixed as October 31, 2026.
In respect of the 99 Municipalities and NACs, the District Magistrates concerned have been directed to issue draft notifications inviting public objections and suggestions on October 12, 2026. The last date for receiving such objections and suggestions is October 21, 2026, following which provisional notifications will be published on October 28, 2026.
The revised schedule further provides for filing of appeals against the provisional notifications before the Government in the Housing & Urban Development Department from October 28 to November 11, 2026. The District Magistrates will forward the appeal petitions, along with specific comments, to the Director, Municipal Administration by November 12, 2026. The Appellate Authority in the Government will hear and finally dispose of the appeals between November 18 and November 25, 2026. Thereafter, the District Magistrates will issue the final notifications on November 30, 2026, incorporating necessary changes arising from the process.
The concerned Municipal Commissioners, District Magistrates and Executive Officers of the respective ULBs have been directed to adhere strictly to the revised timelines and complete all prescribed activities within the stipulated period, ensuring timely completion of the preparatory process for the forthcoming Urban Local Body elections.
