Bhubaneswar: The ambitious Talcher Fertilizers Limited (TFL) urea plant project in Odisha has made significant progress, with the greenfield facility achieving 72.56% completion, Union Minister of State for Chemicals and Fertilisers Anupriya Patel informed the Rajya Sabha on Tuesday.
In a written reply to a question by Biju Janata Dal (BJD) Rajya Sabha MP Manas Ranjan Mangaraj, the minister said the 12.7 lakh metric tonne per annum urea manufacturing unit is being established at Talcher through a joint venture (JV) route following the revival of the Talcher unit of Fertilizer Corporation of India Limited (FCIL).
The minister stated that the overall progress of the TFL project stood at 72.56% as on June 30, 2026.
Patel said the project is also generating employment opportunities during its execution phase, benefiting a large number of workers, including unskilled, semi-skilled and skilled labourers, besides experienced professionals engaged in various activities.
The Talcher fertiliser plant is one of the Centre’s major initiatives aimed at increasing domestic urea production and reducing dependence on imports. Once commissioned, the facility is expected to strengthen fertiliser availability for farmers and contribute significantly to Odisha’s industrial development.
Highlighting the government’s fertiliser policy, Patel also mentioned the Nutrient Based Subsidy (NBS) Scheme for phosphatic and potassic (P&K) fertilisers, implemented from April 1, 2010. Under the scheme, P&K fertilisers are covered under the Open General Licence (OGL), enabling companies to import or manufacture fertilisers and establish, expand or revive production units based on market demand.
With construction activities progressing steadily, the TFL project is expected to emerge as a key fertiliser manufacturing hub in eastern India and play an important role in meeting the growing urea demand in Odisha and other parts of the country after commercial production begins.
