Bhubaneswar: Leader of Opposition and former Chief Minister Naveen Patnaik on Monday credited the previous BJD-led government for Odisha’s recognition as the third highest revenue surplus state in India during the 2022–23 fiscal year.
Citing a report by the Comptroller and Auditor General (CAG), Patnaik said Odisha recorded a revenue surplus of Rs 19,456 crore in 2022–23, marking a significant achievement in the state’s fiscal journey over the past decade.
“As per a report prepared by Comptroller and Auditor General, analysing 10-year data from FY2013-14, Odisha has third largest revenue surplus in 2022-23. As per the report, Odisha has ₹19,456Cr revenue surplus in 2022-23. The state has charted a long journey from a precarious fiscal situation in 2000 to emerge as a leader state with revenue surplus,” Patnaik stated in a post on social media platform X.
He attributed the achievement to the BJD government’s policies of meticulous planning, prudent fiscal management, and the implementation of the 5T (Technology, Teamwork, Transparency, Time, and Transformation) governance model. These measures helped Odisha expand its own-source revenue while reducing dependence on Central grants.
According to Patnaik, the fiscal growth enabled the state to implement a range of welfare and development programmes, including the Biju Swasthya Kalyan Yojana (BSKY), Krushak Assistance for Livelihood and Income Augmentation (KALIA), Mission Shakti, Skill Development initiatives, Odisha School Transformation Programme, tribal development schemes, Disaster Management, infrastructure and irrigation projects, poverty alleviation efforts, and the state’s own food security scheme.
Reflecting on the progress made over the last 25 years, Patnaik said the transformation would not have been possible without the continued support of the people.
“This journey of two and a half decades would not have been possible without the support of the 4.5 crore people of Odisha. I thank the people of Odisha for being partners in this transformative journey,” he said.
