Bhubaneswar: A high-level review meeting of all District Collectors was held under the chairmanship of Chief Secretary Anu Garg at the Conference Hall of Lok Seva Bhavan on Thursday, focusing on key governance, welfare, and development initiatives across Odisha.
Senior officials, including Development Commissioner and Additional Chief Secretary Deoranjan Kumar Singh, along with secretaries of various departments, attended the meeting. District Collectors joined virtually, while IAS officers of the 2024 Odisha cadre currently undergoing training were also present.
A major focus of the meeting was the implementation of the ‘CM-Sampada’ scheme, a digital platform designed to monitor and review the utilisation of District Mineral Foundation (DMF) funds. The initiative aims to improve quality of life in mining-affected regions by strengthening health services, drinking water supply, education, infrastructure, and other essential facilities. A comprehensive list of mining-affected villages has been prepared to accelerate targeted development. Collectors were directed to conduct district-level review meetings and ensure accurate data tracking under the platform.
The Directorate of Economics and Statistics presented updates on multiple ongoing irrigation-related censuses, including the 7th Minor Irrigation Census, 2nd Water Bodies Census, 1st Major and Medium Irrigation Projects Census, and the state’s first-ever Springs Census. The springs census deadline has been extended till May 31, 2026. Officials noted that the data would play a critical role in groundwater management and environmental sustainability. District Collectors were instructed to prioritise the census work, ensure data accuracy, and conduct regular monitoring through district-level sub-committees.
On health and family welfare, the Chief Secretary emphasised strengthening monitoring mechanisms to reduce maternal and infant mortality, ensure adherence to treatment protocols, and improve healthcare infrastructure. District Collectors were directed to conduct regular reviews at district, block, and sector levels.
To expand healthcare coverage, two special drives will be launched to expedite distribution of cards under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana–Gopabandhu Jan Arogya Yojana and the Ayushman Bayo Bandana Yojana.
Discussions were also held on introducing a new digital monitoring platform, ‘Prayas’, for the social sector, inspired by the Prime Minister’s PRAGATI platform. The proposed system will track key indicators in health, nutrition, education, drinking water, sanitation, and waste management, enabling timely corrective action.
The School and Mass Education Department reviewed the progress of the Godabarish Mishra Ideal Primary School scheme and directed that distribution of school uniforms be completed before the summer vacation. Emphasis was laid on student safety, with Collectors instructed to identify unsafe school infrastructure and take immediate corrective measures.
The Women and Child Development Department directed officials to ensure accurate updating of child malnutrition data in the Poshan Tracker and to install functional CCTV cameras in Self-Help Group (SHG) units engaged in Take-Home Ration production for improved monitoring.
Reviewing the progress of the Subhadra Yojana, officials informed that registration of new beneficiaries is ongoing through the Subhadra Portal. District Collectors were instructed to conduct field verification of pending applications and ensure their early disposal.
