Bhubaneswar: In a major political development in Odisha, former IAS officer Sujata Rout Karthikeyan, wife of former bureaucrat-turned-politician VK Pandian, formally joined the Biju Janata Dal (BJD) today.
The formal induction ceremony was held at Sankha Bhawan, the BJD headquarters, in the presence of BJD supremo and former Chief Minister Naveen Patnaik. Several senior BJD leaders, including former MLAs, MPs, and ministers, attended the event.
Naveen Patnaik officially announced Sujata Karthikeyan’s joining and welcomed her into the party fold. Sources said the decision to induct her was taken directly by Naveen Patnaik, putting an end to weeks of speculation about her political future.
Sujata Karthikeyan, a 2006-batch IAS officer, resigned from service earlier this year. Her entry into active politics has generated significant interest, especially given her husband VK Pandian’s strong influence in the party during the later years of the Naveen Patnaik government.
With this development, political observers are now discussing whether Sujata Karthikeyan can play a key role in reviving the fortunes of the BJD, which has been struggling to regain momentum after its defeat in the 2024 Assembly elections.
After joining BJD, Sujata Karthikeyan stated: “I was very fortunate to have the opportunity to work under Naveen Patnaik leadership and serve the people of Odisha for the last 24 years. Today again, I am blessed to get this opportunity once again to work for the state under the leadership of Naveen Patnaik sir. With the grace of Lord Jagannath and blessings of lakhs of Biju Janata Dal workers, I shall continue to work for Odisha with complete dedication and commitment.”
Who Is Sujata Karthikeyan:
Sujata Karthikeyan is a 2000-batch IAS officer who completed her graduation in Political Science from Lady Shri Ram College, Delhi University. She later earned a Master’s Degree in International Politics from Jawaharlal Nehru University (JNU).
Her administrative career started in the Maoist-affected Sundargarh district of Odisha, where she initiated several impactful social welfare programmes. In 2005, she introduced a bicycle distribution scheme for high school girls under the inspiring motto ‘Mobility is Empowerment.’
A year later, in 2006, she pioneered the inclusion of eggs in the Mid-Day Meal (MDM) scheme in Sundargarh. Instead of enhancing quantities of dal or oil, eggs were added to improve nutrition for students. This innovative step was subsequently expanded across the entire state.
Popularly known as the “Football Collector” in Sundargarh, Ms. Karthikeyan actively promoted sports among local youth in Maoist-prone regions. She focused particularly on football and hockey by distributing sports equipment and establishing hostels for talented young athletes.
One of her most significant achievements was steering ‘Mission Shakti’, Odisha’s flagship women’s empowerment initiative. Under her leadership, the programme expanded to empower 70 lakh women, while credit linkages for women’s Self-Help Groups (SHGs) rose dramatically from Rs 500 crore to Rs 15,000 crore over a span of seven years.
As the first woman Collector of Cuttack district, she also launched the ‘Mamta’ scheme — a conditional cash transfer programme designed to support pregnant women.
