Bhubaneswar: The Odisha Cabinet today approved the framing of the “Odisha Command Area Development Ministerial Services (Methods of Recruitment and Conditions of Service) Rules, 2026” for the Command Area Development and Participatory Irrigation Management (CAD&PIM) wing under the Department of Water Resources.
The proposal was submitted by the Command Area Development wing of the Department of Water Resources.
The ministerial cadre supports higher-level decision-making and operational functions in the organization. It handles a wide range of establishment-related matters, including maintaining files and records, cash books, and preparation and submission of bills.
In the absence of cadre rules, recruitment of ministerial staff has not been taking place. This has led to growing vacancies and impediments in execution of key administrative works.
Officials said enacting the cadre rules will enable the creation of a pool of ministerial cadre employees. This will ensure smoother execution of tasks at the grassroots level, provide greater support to field functionaries, and ensure higher productivity in the CAD&PIM establishment.
