Bhubaneswar: The State Government has framed the “Odisha State and District Commission Stenographers’ (Method of Recruitment and Conditions of Service) Rules, 2026” to regulate recruitment and service conditions of stenographic staff in consumer courts.
The rules have been framed under the powers conferred by Section 102 of the Consumer Protection Act, 2019.
For the protection and promotion of consumer rights, the state has one State Commission at the state level and 31 District Commissions at the district level. Sundargarh district has 2 District Commissions, taking the total to 31.
The posts of Stenographer play a vital role in the functioning of the Benches of the Commissions. To ensure smooth administration, the government felt the need for a dedicated cadre rule for Junior Stenographers, Senior Stenographers and Personal Assistants constituting the Stenographers’ Services in the Odisha Consumer Disputes Redressal Commissions.
The new rules will provide a well-prescribed method of recruitment, ease of transfer policies for transparency, and clear promotional avenues for different posts in the service.
Officials said the “Odisha State and District Commission Stenographers’ Rules, 2026” are expected to strengthen institutional capacity and ensure efficient administration and management of the State and District Commission Stenographers’ Cadre.
The rules also aim to bring uniformity, transparency and efficiency in recruitment and service matters of the cadre across all Commissions in the state.
The framing of these service rules is seen as a key step toward faster disposal of consumer cases and better support to the judicial functioning of the Commissions.
